SMART+ did not come out of thin air. In fact it is building upon the experience of the successful forerunner project SMART RFO which was funded from April 2005 to June 2008 by the INTERREG III C programme.

SMART+ did not come out of thin air. In fact it is building upon the experience of the successful forerunner project SMART RFO which was funded from April 2005 to June 2008 by the INTERREG III C programme.
Like its successor project, SMART RFO was a mini-programme used to fund small measures for the support of structural change.
In total, 17 interregional sub-projects with from various fields of regional development were supported by SMART RFO. The variety of themes includes for example the support of innovative ideas by small businesses, renewable energies, and the generation of recreational spaces in former industrial or mining sites. Often the subprojects paved the way to additional investments by municipalities that were involved or enterprises that indirectly benefited from the measures.
On the basis of this project’s results, a common strategy was developed which analysed the strengths and weaknesses of the SMART approach. The conclusions of this strategy were incorporated in the project development of SMART+.
SMART RFO brought together for the first time the partner regions Aragon, Saxony, Malopolska and Western Macedonia. The region Cluj (Romania) and the National Association of Municipalities in the Republic of Bulgaria (NARMB) who are partners in SMART+ got to know SMART RFO through a capitalisation campaign.
